Leaving aside the technicality that you already need motor insurance to drive a ride-on mower in a public place (nothing to do with EU) the picture in the Mail of an elderly gent in a nice garden doesn't seem to tally with the story where the incident involved "a trailer attached to a tractor"

And (in an important technicality) I understand the sperm bank was funded by the Department of Health not the (now-independent) NHS.

So headline is wrong on that front...
